Fermilab's Finance Section seeks an experienced Procurement Specialist II - LBNF. Under general supervision, provides acquisition of supplies, equipment, & materials required to support the mission of the Laboratory, in cooperation with internal customers, Laboratory support personnel, subcontractors, and the Department of Energy (DOE) in accordance with established procurement policies and procedures, contract law, commercial practice and applicable federal procurement regulations. The selected candidate will procure highly complex, high dollar value equipment, materials, and services to support the mission of the Long-Baseline Neutrino Facility (LBNF) Project. The project includes construction of the world's most powerful neutrino beam and a near detector at Fermilab as well as a large underground detector at the Sanford Laboratory in Lead, South Dakota.

Responsibilities include acquisition planning, selection of qualified subcontractors, solicitation and evaluation of quotations, conducting price analysis, negotiating subcontract terms and conditions, obtaining approvals, awarding subcontracts, performing subcontract administration, ensuring the completeness, organization, and accuracy of the subcontract and associated documentation.

We are looking for:
  • Bachelor's Degree preferred; equivalent experience will be considered.
  • 5+ years procurement experience, preferably working for a government contractor, branch of the U.S. Armed Forces, university, municipality, or federal government.
  • Provides acquisition of routine low to medium dollar value supplies, equipment, materials, and services to support FRA's mission.
  • Serves as a procurement subject matter expert in areas such supplies, equipment, materials, and services.
  • Solicits request for quotations for subcontracting requirements, determines responsiveness of subcontractors to solicitation requirements, evaluates quotations, selects qualified potential subcontractors, conducts price analysis, negotiates subcontract terms and conditions, obtains approvals, and awards subcontracts.
  • Performs subcontract administration and ensures the completeness, organization, and accuracy of the subcontract file in compliance with subcontract terms and conditions, including timely delivery of goods and services, Buy American Act, Service Contract Act, workplace safety, insurance, payment, socio-economic provisions and others as appropriate.
  • Plans and develops subcontracting requirements with internal Laboratory customers.
  • Keeps abreast of new and revised regulations by reviewing policies and procedures, trade journals, government regulations, and participating in on-the-job training, staff meetings, and formal/specialized training.
  • Requires accountability for established Procurement metrics.
  • Provides excellent customer service and meets established customer service goals.
  • Abides by and is responsible for performing all duties in accordance with all environmental, health and safety regulations and practices pertinent to this position.
  • Experience with Oracle eBusiness Suite or similar procurement system.
  • Exceptional customer service skills are essential.
  • Experience with Microsoft Office applications.
  • Strong analytical skills.
  • Demonstrated ability to work independently or in a group.
  • Ability to abide by and be responsible for performing duties in accordance with all environmental, health & safety regulations, and practices pertinent to this position.
  • Perform other related duties as assigned.

Relocation is not available for this position.
