The Finance Section provides safe, efficient, effective financial operations in support of the Laboratory's high-energy physics program in accordance with all laws, regulations and DOE requirements. Within the section, the Accounting Department provides accounting, reporting and other financial services to support the research programs at the Lab and is responsible for recording, organizing, summarizing, and interpreting the financial activities of the laboratory. Our Budget Office is responsible for the preparation, consolidation, distribution, and reporting of the Laboratory budgets. Our Procurement Department is responsible for acquiring goods and services for the entire Laboratory. It provides helpful, professional support for all procurement requirements from the development of initial plans and requirements to subcontract closeout.

Fermi Research Alliance's (FRA) Finance Section seeks an experienced Procurement Manager II to lead its Central Procurement team. Reporting to the Acquisition Officer, you will manage one or more teams of subcontracting and procurement professionals in the Central Procurement organization and serve as a Procurement Liaison for Fermi Research Alliance (FRA) projects. You will manage the activities of Central Procurement through acquisition planning, development, solicitation, negotiation, award and subcontract management activities for routine to extremely complex and high dollar value contractual arrangements.

You Will:
  • Lead efforts on procurements ranging from routine to complex high dollar value contracts in accordance with established FRA procurement policies and procedures, contract law, commercial practice and applicable federal procurement regulations.
  • Direct all aspects of Central Procurement including acquisition planning, development, solicitation, negotiation, award, and subcontract administration.
  • Support the efforts and initiatives of the Acquisition Officer, including special focus on procurement transformation and continuous improvement.
  • Provide leadership to and management of Procurement Managers who are each responsible for a category team.
  • Ensure the timely and effective communication of essential information between Procurement leadership, project managers and the Procurement staff.
  • Plan and develop subcontracting requirements, provide guidance and recommendations to project managers, project team members, senior Laboratory managers, other Laboratory customers.
  • Support FRA Procurement's compliance and self-assessment activities including audits and assessments; contractor procurement system reviews; team compliance with the prime contract and applicable acquisition regulations; and contributing to and supporting Procurement metrics gathering and reporting.
  • Communicate the Laboratory mission, procurement goals, specific acquisition objectives, and support the implementation through execution of processes that guide the long-term and day-to-day operation of FRA Procurement and reinforce personal responsibility and accountability.
  • Mentor, coach, and develop team members.

We Are Looking For:
  • Bachelor's degree in Business Administration or similar discipline. MBA and/or professional certification such as CPCM, CPFM, CPSM, preferred.
  • 10+ years' experience in planning and executing complex procurements and preferably working with a government contractor or as a member of the US Armed Forces
  • 7+ years of experience supervising procurement/contracting staff including leading multiple teams / other managers
  • Experience in federal contracting and working knowledge of the Federal Acquisition Regulations
  • Proven ability to plan, develop, negotiate, administer and close large, complex, high dollar value subcontracts
  • Excellent oral and written communication skills
  • Willingness to respect, understand and value individual differences that embody laboratory principles of diversity and inclusion.
  • Experience with electronic word processing, spreadsheets, document sharing systems, email and other common office tools
  • Ability to abide by all environment, safety and health regulations.
  • Experience with Department of Energy (DOE) projects is advantageous
