The Transportation Department is part of the Planning Division and plans for and develops policy related to NYCEDC's, aviation, maritime freight, passenger transportation, and waterfront assets. These assets include marine terminals, airports, piers, freight rail facilities, heliports, and ferry landings. Transportation is the leading provider of strategic planning for transportation policy initiatives that foster economic development in New York City.

Your Role and Position Overview: Under the City's Lease Agreement with the Port of New York and New Jersey for JFK International Airport and LaGuardia Airport, NYCEDC maintains a Municipal Air Terminals Liaison, known as "Director of Aviation" to serve as the intermediary between the Port Authority and the City on airport issues. In addition, as the City's steward for the Downtown Manhattan Heliport and the East 34 th Street Heliport, NYCEDC performs planning role for these facilities. This position would involve representing the City's interest at the airports as well as participating in the planning of improvements at the airports and heliports.

As a member of the broader Transportation team, you will be responsible for planning, policy formulation and project management and implementation for complex aviation and general transportation projects involving multiple stakeholders in New York City. You will work on projects also involving rail, sea, highway and air and find new ways to promote greater usage of the city's freight transportation system,. You will be a subject matter expert within the agency, the City and the region. Within the Department, the Assistant Vice President will work with other members of the Transportation team, including the Assistant Vice President for Freight Transportation. You may also work on elements of projects with the Passenger Transportation and Waterfront sections of the Department and the Asset Management Department that oversee many day-to-day operations at the heliports in conjunction with the operators of those facilities. The Transportation Department was the lead for developing FreightNYC, an award-winning policy plan that calls for improvements to the City's supply chains to make them greener and more resilient. You will work on implementing the projects called for in that plan.

Responsibilities:

As an Assistant Vice President, you would:
  • Be the City's primary subject matter expert on aviation issues;
  • Foster and Maintain industry connections with airlines and the FAA;
  • Assist Port Authority in the planning of improvements at the airports, on and off-terminal air cargo facilities
  • Assisting in concession and complaint issues with heliports in conjunction with Asset Management Department staff; Participate in Part 150 Noise management processes as the City's primary representative
  • Participate and support Gateway JFK, the industrial business improvement district management entity in Springfield Gardens, Queens
  • Oversee the City's Foreign Trade Zone Program, including the designation and activation of new firm and adherence to federal rules and regulations
  • Develop a deep understanding of the City's freight infrastructure and the federal, state and local policies related to freight.
  • Improve air freight and intermodal transportation options for NYC shippers
  • Reduce freight's environmental impact by decreasing truck and auto dependency, upgrading last-mile freight mobility and enhancing the City's transportation network.
  • Keep up with new technological developments in transportation and supply chain and assess their potential impact on New York City and its infrastructure
  • Oversee interagency and interdepartmental working groups
  • Examine ways to build on development sites at various locations throughout the City to support the logistics industry
  • Lead or participate in transportation planning studies examining ways to improve regional and last mile freight deliveries
  • Procure and oversee consultant services and manage complex planning projects in a timely manner
  • Represent the agency in professional and public forums related to aviation
  • Lead or assist in negotiating agreements with private and public entities involved in the goods distribution
  • Build and maintain relationships with government, industry, civic and advocacy groups
  • Use a variety of transportation data, mapping, models, simulations, etc.
  • Understand and seek grant funding for air and freight projects from federal and state sources
  • Interact with other EDC departments on projects involving land use and real estate and represent a aviation and freight transportation perspective

As an Assistant Vice President with Transportation, you will be expected to work in a dynamic environment with often competing priorities. The ideal candidate will also:
  • Respond quickly to short-term requests and changes to projects while managing ongoing project needs.
  • Participate or lead public/elected outreach tasks in conjunction with the Government and Community Relations team.
  • Develop presentations and perform outreach on findings from analyses and tasks
  • Coordinate effectively with NYCEDC's Land Use, Neighborhood Strategies, Asset Management, Legal, and Real Estate Transaction departments, as well as numerous other City agency partners like Department of Transportation, Department of City Planning, and the Mayor's Office of Sustainability, among others.

Qualifications:
  • Bachelor's Degree in Transportation Planning, Transportation Engineering, City and Regional Planning, Public Policy, Logistics/Supply Chain Management, Public Administration, Economic Development, Urban Studies or related field
  • Work (4+ years) in the aviation, freight transportation or allied field
  • A Master's degree in a field related to aviation, transportation or logistics is preferred but not required
  • Familiarity with New York region transportation, urban infrastructure and economic development issues. A working knowledge of the City process, agencies or other relevant experience is preferred but not required.
  • Familiarity with aviation, air cargo, and freight data and analysis
  • Excellent verbal and written communication skills
  • Demonstrated project management ability
  • The ability to work and excel in a team environment
  • Familiarity with environmental planning processes
  • Demonstrated negotiation skills
  • Ability to succinctly convey complex transportation and planning concepts to both lay and executive audiences.
  • Strong visual communication skills utilizing software such as GIS, Illustrator or other tools is preferred. High level of proficiency in Microsoft Office Applications, including MS Word, MS PowerPoint, MS Excel.

Position Funding Source: This position is funded by the Port Authority through the lease for New York City Municipal Air Terminals (JFK and LGA Airports). Employment will be contingent upon the continued receipt of funds from the lease. Employment at New York City Economic Development Corporation is at will and may be terminated by employee or company at any time regardless of lease funding.
